UNFPA advances universal access to sexual and reproductive health, reproductive rights, gender equality, and the use of population data and evidence to improve the lives of women, adolescents, and young people. In Angola, UNFPA works to strengthen national capacities to generate, analyse, and use population data and evidence to inform policies and programmes. This work contributes to Output 3 of the 9th UNFPA Country Programme, which seeks to strengthen data systems and evidence generation at national, provincial, and municipal levels by 2028. Particular attention is given to integrating population dynamics and emerging megatrends, including climate change, into development policies while advancing sexual and reproductive health and reproductive rights. UNFPA works closely with the National Institute of Statistics (INE) and the Ministry of Planning, supporting Angola's National Development Plan 2023–2027, the ICPD Programme of Action, the 2030 Agenda for Sustainable Development, and Africa's Agenda 2063. The Population and Development area also serves as the focal point for Monitoring and Evaluation (M&E) within the UNFPA Angola Country Office. The Population and Development Monitoring and Evaluation Officer will be based in Luanda, Angola and will support population data analysis, evidence generation, monitoring and evaluation, results-based management, policy and programme development, partnerships, and knowledge management. Key Responsibilities, Data & Evidence Generation Support the analysis and interpretation of demographic data, including censuses, surveys, and vital statistics. Prepare background documents, presentations, and reports on population dynamics and development. Support workshops, seminars, and training activities on population data and analysis. Contribute to research, studies, surveys, and evidence-generation initiatives. Monitoring, Evaluation & Results-Based Management Support the Country Office's M&E workstream, including monitoring through the Strategic Information System (SIS). Conduct quality assurance of donor reports and contribute to evaluations, studies, and surveys. Strengthen M&E frameworks for UNFPA programmes in Angola. Support quality assurance of indicators, results frameworks, donor proposals, and data used in external communication materials. Contribute to the development of a real-time monitoring system for provincial and municipal governments to track key health indicators. Policy & Programme Support Support monitoring of the joint workplan with the Ministry of Planning and National Institute of Statistics. Provide analytical inputs that strengthen evidence-based programme and policy development. Help integrate population dynamics and emerging development trends into national planning processes. Support the use of demographic evidence to advance sexual and reproductive health and reproductive rights. Partnerships & Coordination Support academic partnerships focused on population data and evidence. Assist with coordination and communication with INE, the Ministry of Planning, and other relevant stakeholders. Prepare meeting minutes and reports for collaborative activities. Research good practices and innovative approaches in population and development. 5. Knowledge Management Contribute to quality assurance of publications and reports produced by the Country Office. Support documentation and dissemination of knowledge and evidence. Contribute to organizational learning and knowledge-sharing activities. Profile Required Experience: Minimum 3 years of relevant professional experience: in population and development, demographic or statistical analysis, research, data analysis, monitoring and evaluation, or related areas. Strong analytical and research skills and the ability to interpret demographic and statistical data are required. Experience: or training in M&E is a significant asset, while proficiency in statistical software such as SPSS, Stata, or R and knowledge of population and development issues in Angola or the African region are advantageous. Education: Bachelor's degree in Population Studies, Statistics, Demography, Social Sciences, or another related field.
