The Organizational Setting Under the Director of the Capacity, Development and Implementation Bureau (D/CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. It develops agreements and assists in developing country‑specific as well as regional projects and programmes by identifying priority areas, developing objectives, activities and deliverables, setting time frames and specifying budgetary requirements. The purpose of this project is to provide technical assistance to ANAC, and more specifically to ANAC and the INIPAT in order to enhance the aviation safety oversight system in Angola; the overall objective is to ensure Safe operations of Aircraft by enhancing the level of implementation of ICAO SARPS, through implementation of USOAP CMA corrective action plans. Major Duties and Responsibilities: Under the direction of ANAC (Chief of the board ANAC), perform the assigned duties achieving results such as: Function 1 (incl. Expected results) Perform Field project coordinator functions: Serve as a focal point of the ICAO team Coordinate, consolidate and provide the necessary reports of the project Provide in coordination with the Team members, status reporting of team activities against the work plans or schedule, and keep ICAO CDI Director informed of task accomplishment, issues and risks Escalate issues which cannot be resolved by the team to the Director CDI through the ICAO Project manager Function 2 (incl. Expected results) Ensure compliance with national and international aviation legislation, particularly related to ATS/SAR and PANS-OPS. Verify/assist to facilitate adherence to ICAO standards and recommended practices (SARPs) in ATS /SAR operations and PANS-OPS. Assess/revise operational procedures for compliance with applicable regulations. Conduct inspections of ATS and SAR units to ensure organizational compliance. Coordinate with other authorities to enhance SAR operational effectiveness and safety. Review and validate equipment and tools used in ATS and SAR operations to ensure they meet safety and performance standards. Provide guidance on the use of technology and procedures in air traffic control and SAR operations. Oversee personnel certification and validate licensing of air traffic controllers and SAR operators. Review and approve operational procedures and documentation for ATS, SAR and PANS-OPS units. Conduct regular inspections and safety oversight activities of ATS/SAR facilities to monitor operational safety and compliance. Investigate incidents and non-compliance issues, recommending corrective actions. Recommend and implement corrective actions based on safety audits, incident investigations, and inspections. Follow up on corrective actions to ensure continuous compliance and resolution of safety deficiencies. Function 3 (incl. Expected results) Reporting duties Prepare and submit a work plan to ANAC within 3 weeks from deployment. Maintain and update the work plan as may be required but not less than on a monthly basis. Prepare and submit an End of assignment report at the completion of the assignment. Prepare and submit the project terminal report Submit all reports to ANAC and ICAO. Function 4 (incl. Expected results) Performs other related duties, as assigned. Qualifications and Experience: Education: Essential University degree in Air Navigation field, preferably in air traffic management, or equivalent qualifications and experience. Basic ATC Course Tower Control Course Approach Procedural Course Area Procedural Course Desirable ICAO ANS CBT ANS Inspectors course ATM Inspectors course Audit techniques course Basic AIS course Basic and Advanced PANS-OPS procedures design course RNAV/PBN Procedure Design course SAR Mission Coordinator course desirable Regulatory Audit Procedures course Professional experience: Minimum 10 years' experience: as ANS ATM/SAR and PANS-OPS safety oversight inspector; Minimum 8 years ATS license holder with at least 2 ratings; Minimum 2 years at ATS Supervisory Position is desirable; Minimum 2 years’ experience: at a supervisory position in an ANS unit (preferably Cartography or FPD); Good knowledge of Civil Aviation Rules, Regulations and relating to AIS and FPD; Good knowledge of Aeronautical Information Publications, airspace layout, national geography, maps and charts, and instrument flight procedures; Good knowledge/Familiarity with the Chicago convention, ICAO ANS and Procedures for Air Navigation Services (PANS) and related procedures and guidance material (Annex 2, 3,4,10,11,12,15, Doc 4444 and Doc 8168); Good knowledge of ICAO CMA USOAP activities and its online framework; Language Essential Fluent reading, writing and speaking abilities in Portuguese Working knowledge of English Desirable Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian or Spanish).
