Candidate Requirements: Experience in public health or related field Knowledge of HIV, TB, and malaria programs Ability to work with government and NGOs Strong organizational and communication skills Experience in monitoring and evaluation Capacity building experience Details Mission and objectives The United Nations Development Programme (UNDP) works in 170 countries and territories to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress. In Angola, the Country Office (CO) is currently implementing its Country Programme (CPD) for the period of 2020 – 2022, which is based on the premise of ‘leaving no one behind’ and ‘reaching those furthest behind first’. The programme includes integrated solutions to complex, interconnected development challenges. These challenges are currently being addressed through three complementary priorities: 1. fostering poverty eradication and inclusive economic growth; 2. increasing resilience to shocks and crises and enhancing management of natural re-sources for conservation and economic development; and 3. strengthening inclusive democracy, human rights, justice and rule of law. In partnership with the Government of Angola, the CO under programme priority 2 (increasing resilience to shocks and crises and enhancing management of natural resources for conservation and economic development) has been mobilizing efforts and resources to address development challenges in the areas of biodiversity and ecosystems, renewable energy, environmental policy and planning, natural resources management and governance, climate change, disaster risk reduction, resilience building, recovery and livelihoods. UNDP operates through offices in Luanda (for national level interventions), with site representations in Benguela, Cuanza Sul and Huíla. Context UNDP’s partnership with the Global Fund (GF) makes a vital contribution to UNDP’s Strategic Plan 2026-2029, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the GF to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time. In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through GF grants. Currently, UNDP is acting as the Principal Recipient for the consolidated HIV, Malaria and Tuberculosis 2024-2027. Most of the interventions planned in this Grant are implemented at national level and in priority provinces based on their epidemiological burden. The current grant has an objective to expand the coverage of high-quality HIV, tuberculosis and malaria services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner; while complying with UNDP and GF rules and regulations, UNDP Angola is recruiting a Public Health Programme Associate (UNV) to be based in Luanda. Task description Under the direct supervision of the GF PMU Programme Manager, the UN Volunteer Associate will undertake the following tasks: - Support the timely execution of the Ministry of Health-led HIV, TB, malaria and RSSH targets, workplan and budget under the GC7 grant - Assist, review and update detailed work plans for activities to be led by the INLS, the National TB Programme, the Malaria control Programme and/or Provincial Governments. - In collaboration with UNDP Field Offices in Benguela and Cuanza Sul, ensure that all grant activities are conducted, planned and executed on time, and that supporting documents are generated and collected as per UNDP requirements. - Participate in grant monitoring and evaluation visits with the Ministry of Health staff (central and provincial), as part of the Ministry and the Pro
