This role involves health commodity distribution planning, stakeholder coordination, capacity building, inventory management, procurement support, and reporting. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress. In Angola, the Country Office (CO) is currently implementing its Country Programme (CPD) for the period of 2020 – 2022, which is based on the premise of ‘leaving no one behind’ and ‘reaching those furthest behind first’. The programme includes integrated solutions to complex, interconnected development challenges. These challenges are currently being addressed through three complementary priorities: 1. fostering poverty eradication and inclusive economic growth; 2. increasing resilience to shocks and crises and enhancing management of natural re-sources for conservation and economic development; and 3. strengthening inclusive democracy, human rights, justice and rule of law. In partnership with the Government of Angola, the CO under programme priority 2 (increasing resilience to shocks and crises and enhancing management of natural resources for conservation and economic development) has been mobilizing efforts and resources to address development challenges in the areas of biodiversity and ecosystems, renewable energy, environmental policy and planning, natural resources management and governance, climate change, disaster risk reduction, resilience building, recovery and livelihoods. UNDP operates through offices in Luanda (for national level interventions), with site representations in Benguela, Cuanza Sul and Huíla. Context In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the Grant Cycle 7 (GC 7) for TB, HIV & Malaria for the period July 1, 2024-June 30, 2027, in partnership with the MINSA, Provincial governments of Benguela, Bie & Cuanza Sul and other Government and Civil society partners. UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions. In the GC 7, UNDP acts as Principal Recipient for a consolidated HIV, malaria and tuberculosis Grant. The interventions planned under the GC 7 Grant are implemented in collaboration with the national level in the priority provinces of Benguela, Cuanza Sul and Bie. The objective is to expand the coverage of high-quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP undertakes monitoring & evaluation, supply chain management and technical assistance efforts at all levels of the health system in the three provinces, including community, health facility and laboratories. To help the UNDP Project Management Unit (PMU) deliver on the Grant expected results, UNDP Angola is recruiting a UN Volunteer Procurement and Supply Management (PSM) Associate, based in Sumbe, who will support the implementation of the PSM function within the PMU. Task description As part of the Cuanza Sul PMU in Sumbe, under the supervision of the Provincial Manager, collaborating with UNDP colleagues, GPS and Sub-recipient staff, the UNV will be responsible for the following tasks at the provincial level: Health commodity distribution planning and Monitoring-30% of LOE 1. Collaborate with GPS Program focal points, Provincial Project Manager and UNDP disease advisors to develop data driven quarterly distribution plans detailing quantities of TB, HIV and Malaria commodities to be distributed to health facilities 2.
