Geoscientist and Angola Venture Technical Liaison
After being absent from Angola for over 20 years, Shell returned in 2025 with a significant entry into Exploration licenses. The Angola Exploration Venture is managed by a global team with primary locations in Houston and The Hague. To ensure local representation as well as management of critical local stakeholders, Shell is growing its Luanda based team with a Technical Liaison position.
The Angola Venture Technical Liaison serves as Shell's primary in-country subsurface representative, supporting engagements with Angola's regulator (ANPG), Joint Venture (JV) partners, and other external stakeholders. The role acts as a bridge between the Houston-based technical team, Venture team and local stakeholders, ensuring Shell's subsurface understanding, technical work programs, and exploration strategies are effectively communicated, understood, and supported.
The successful candidate will combine geoscience expertise, stakeholder management capability, and strong communication skills to represent Shell in technical discussions, coordinate partner and regulator engagements, and provide valuable market and competitive intelligence to support portfolio maturation and growth in Angola. This role requires the candidate to be able to credibly represent Shell in engagements with government and industry stakeholders.
Role
This role is a critical enabler of Shell's Angola exploration venture, ensuring technical excellence is effectively represented locally while strengthening relationships with regulators, partners, and the wider industry community. Elements of the role include:
Technical Representation
Serve as the primary technical focal point for ANPG and JV partners on subsurface matters.
Develop a thorough understanding of Shell's subsurface evaluations, exploration strategy, prospect portfolio, and well plans.
Respond to regulator and partner technical questions regarding geological interpretations, prospect evaluations, seismic data, exploration work programs, and drilling activities.
Ensure technical information is communicated accurately, consistently, and credibly to external stakeholders.
Partner and Regulatory Engagement
Coordinate and facilitate technical meetings, workshops, reviews, and ad hoc engagements with ANPG and JV partners, in coordination with the Venture leadership.
Manage meeting schedules, agendas, action tracking, and follow-up activities.
Work closely with subsurface teams in Houston and Europe to develop high-quality technical presentations and decision-support materials.
Support preparation of technical content for PPM’s, RTMs, Joint Operating Committees (JOCs), technical steering committees, operating committees, and other regulator review meetings.
Build and maintain productive working relationships with ANPG, Sonangol, partners, and industry stakeholders, ensuring consistent messaging across external groups.
Competitive Intelligence and External Insights
Develop and maintain an understanding of industry activity, exploration trends, licensing developments, and competitor positioning within Angola.
Capture market intelligence through engagement with operators, service companies, regulators, and industry forums.
Translate competitor positions and activity into opportunities for Shell
Regularly communicate observations, emerging opportunities, risks, and competitor learnings back to the Houston-and Europe-based technical and leadership teams.
Support identification of growth opportunities and portfolio enhancement activities through local knowledge and networking
Requirements
- Professional verbal and writing fluency in English and Portuguese.
- Bachelors or Master’s degree in Geology, Geophysics, Earth Sciences, or a related discipline.
- Significant (at least 10 years) upstream oil and gas geoscience work experience, including a strong understanding of exploration workflows, prospect maturation, seismic interpretation, and basin evaluation.
- Ability to discuss technical subsurface concepts confidently with partners, regulators, and senior stakeholders.
- Excellent verbal, written, and presentation skills.
- Proven ability to work effectively in cross-functional and geographically dispersed teams.
- Self-starter who can operate independently with strong organizational and stakeholder management abilities.
- Exhibits a learner mindset, and lives values of respect, transparency, and collaboration.
- Demonstrates sound judgement in external engagements, knowing when to communicate independently, when to seek alignment, and recognising wider venture implications of technical discussions.
Preferred Qualifications
- Experience working with Angolan government agencies or regulatory bodies and an existing industry network within Angola.
- Knowledge of JV governance and partner engagement processes.
