is looking a

SURF Offshore HSE Supervisor

to provide services (secondment) to one of its clients, a well-established multinational in the Angolan oil & gas sector. The professional will be integrated into the Project Group, a multi-disciplinary structure dedicated to the delivery of the project, embedded within the client organization.

The project is a major deep offshore development in Angola, involving subsea infrastructure and rigid pipeline installation. The professional will be responsible for the supervision of HSE during construction activities carried out onboard the installation vessel for SURF packages, working closely with the Company Construction Team, Contractor HSE Coordinator and other project stakeholders.

Key Accountabilities

• Be responsible for the supervision of HSE during construction activities carried out onboard Installation vessel for SURF Packages;
• Adopt and demonstrate an exemplary behavior regarding Company Ethics and “Code of Conduct” policy and HSE rules and regulations;
• Promote the implementation of the Project HSE Charter and the No Blame policy;
• Ensure the yard respects the HSE standards defined in the contract, the project HSE plan and its supporting HSE plans & procedures;
• Contribute to enhance the HSE leadership of the yard management & HSE culture of the workforce;
• Work in close liaison with the Company Construction Team and the Contractor HSE Coordinator;
• Ensure sufficient and effective HSE supervision by the yard and contribute to their coaching;
• Participate in regular HSE meetings, communication, awareness and campaigns;
• Ensure the key HSE programs (aimed at achieving a zero-injury project) are always enforced. Identify any required improvement;
• Perform regular joint HSE tours and Live Saving Checks (at least weekly) jointly with the yard management and HSE coordinator;
• Ensure each Project’s task is supported by an approved work procedure and subsequent risk assessment;
• Ensure Project’s Risk Assessment, Work Permit and Management of Change processes are implemented as required;
• Actively participate in the risk assessment for all Project’s activities with a particular emphasis on proactive hazard prevention;
• Ensure pre-job meetings are systematic and fit-for-purpose. Attend them as much as possible;
• Verify that all the defined control measures are properly implemented;
• Actively promote the observation of unsafe acts or conditions & subsequent intervention by any person involved on the project;
• Stop the work in case of s/he observes unsafe act or condition. Request for support to the project management as required;
• Ensure the personnel involved in the Project’s activities are duly competent and trained in line with the contract and the project HSE plans & procedures;
• Ensure emergency drills are properly implemented (respect of frequency, conducting, debriefing & reporting);
• Conduct daily inspections, ensure procedures and safe work practices are applied, equipment is certified (as required) and fit for purpose;
• Ensure regular HSE inspections and audits (e.g. PTW) are conducted. Participate in some of them;
• Ensure HSE events are reported timely and analyzed satisfactorily and lessons learnt shared;
• Ensure that first witness statement and evidence are collected;
• Analyze / resolve HSE issues and problems encountered by Construction team;
• Ensure anomalies are subject to (proactive impact) analyses and supported by a (proactive) improvement plan;
• Follow actions from HSE REX and Good Practices received from the Package. Provide feedback;
• Conduct regular HSE awareness and toolbox meeting regarding past events in from Contractor, Company and in the industry;
• Ensure HSE reporting is fit-for-purpose and timely;
• Maintain a tracking register for all Company’s actions relative to the worksite; review Contractor’s actions tracking register relative to the worksite for the Project;
• Incentivize and motivate the Contractor’s personnel to report any incident, anomaly, unsafe act, near miss, damage, spill, injury etc.;
• Incentivize the personnel to report unsafe acts / conditions and HSE events;
• Ensure the project HSE incentive scheme is implemented with the mind frame of continual improvement;
• Coordinate all the activities of the SURF site construction team by informing, supporting, and directing personnel in their roles, responsibilities, and objectives;
• Promote good relationships between CONTRACTOR and SURF construction team, with a scheme as integrated as possible;
• Ensure adequate and timely reporting to COMPANY Site Representative;
• Ensure the involvement of the Contractor Management in HSE activities (Management visits, meetings etc…);
• Maintain good communication and coordination with Project team and Contractor team;
• Assist worksite team on deployment of Safety Culture Program;
• Respect COMPANY ethics and compliance rules;
• Actively participate in the achievement of ZERO Fatality objective and program implementation on site during project execution.

Qualifications

• Degree in Engineering, Environmental Science, or a related field
• ;
• Professional certification in Health, Safety, and Environment (e.g. NEBOSH certificate/Diploma);
• Minimum 5 years of similar experience;
• Extensive experience in HSE supervision, preferably in construction yard construction for Oil and Gas Project;
• Previous experience in Angola yard;
• Familiarity with local and international HSE regulations;
• Excellent knowledge of potentially hazardous materials or practices;
• Experience in writing inspection and observation reports;
• Proficient in Office suite;
• Outstanding organizational skills;
• Diligent with great attention to detail;
• Excellent communication skills with the ability to present and explain health and safety topics;
• Ability to guide and motivate the team to prioritize safety;
• Ability to identify potential safety hazards and devise solutions;
• Ability to adapt to changing conditions and respond to safety emergencies;
• Ability to work well with others to promote a culture of safety;
• BOSIET and HUET training up to date;
• English mandatory;
• French and Portuguese are a plus;
• Valid Work Permit in Angola is a plus.
