Role Summary

The Director of Waste Management will be responsible for creating, developing and leading the company's new waste management business unit, from market analysis and strategy definition through to client acquisition, the start-up of operations and its consolidation as a sustainable source of revenue. Building on the company's experience and infrastructure in water and sanitation, the role's purpose is to position the company as a benchmark in the Angolan waste market, making a decisive contribution to its evolution into an integrated environmental services operator. This is a role with a strong focus on business development, partnership structuring and institutional relations.

Location: Angola (with frequent travel to the provinces and to clients within the country).

Key Accountabilities

• Strategy and Development of Waste Business
• Define the vision, strategy and business plan for the waste business, with growth, revenue and profitability targets.
• Identify and prioritise target segments, such as municipal solid waste, industrial waste, sludge from water and wastewater treatment plants and other specific waste streams.
• Define the operating and organisational model of the new business unit, including structure, processes, systems and key performance indicators (KPIs).
• Build, lead and develop the waste management team.
• Market and Business Development
• Map the Angolan waste market: demand, competition, contracting models, pricing and opportunities by province and by sector.
• Win and develop public clients (provincial governments, municipal administrations and public bodies) and private clients (industry, oil and gas, mining, retail and services).
• Lead the preparation of proposals and participation in public and private tenders, in coordination with the engineering, finance and legal functions.
• Explore synergies with the current water and sanitation contract portfolio, offering integrated services to existing clients.
• Project and Partnership Structuring
• Structure long-term projects and contracts, including concessions, public-private partnerships and service contracts.
• Identify and negotiate partnerships with operators, technology providers and national and international investors.
• Prepare, together with the Finance Department, business cases, tariff models and financing solutions, including with multilateral financial institutions.
• Define, in coordination with the Engineering Department, the capital expenditure (CAPEX) required for waste equipment and infrastructure.
• Waste Operations and Services
• Plan and lead the start-up of waste collection, transport, sorting, treatment, recovery and final disposal operations.
• Ensure the quality, efficiency and continuity of the services provided, with ongoing monitoring of operational and financial indicators.
• Manage the fleet, equipment and facilities assigned to the waste business.
• Regulatory Framework and Licensing
• Monitor Angolan waste management and environmental legislation and regulations, anticipating their impact on the business.
• Obtain and maintain environmental and operating licences, including environmental impact assessments where applicable.
• Maintain a close relationship with the National Waste Agency (Agência Nacional de Resíduos), the supervising ministry and other regulatory and licensing bodies.
• Sustainability and Circular Economy
• Develop recycling, material and energy recovery and circular economy solutions, generating new revenue streams.
• Identify green and climate finance opportunities related to waste management.
• Ensure compliance with health, safety and environmental standards across all operations, in coordination with the QHSE function.
• Compliance and Integrity
• Ensure that commercial activities, tenders and partnerships comply with the company's compliance, anti-corruption and conflict of interest policies.
• Ensure the transparency and traceability of commercial and contractual decisions, with particular attention to relationships with clients and public bodies.
• Institutional and Stakeholder Relations
• Act as the company's main representative in the waste sector with clients, government bodies, regulators, industry associations and communities.
• Represent the company in major commercial and institutional negotiations.
• Report periodically to Executive Management, the Parent Company and investors on the development of the waste business.

Experience

Solid experience (12+ years) in the waste management or environmental services sector, including at least 5 years in director-level or business development roles.

Proven experience in creating and growing new business units, with accountability for results.

Experience in public tenders, concessions or public-private partnerships in the waste, water or infrastructure sectors.

Previous experience in Angola or in African markets with similar characteristics will be highly valued.

Experience in dealing with government and municipal bodies.

Qualifications

Degree in Environmental, Chemical or Civil Engineering, Management or a related field. A master's degree or MBA in environmental management, sustainability or business administration will be an advantage.

Knowledge and Skills

• In-depth knowledge of the waste management value chain: collection, transport, sorting, treatment, recovery and final disposal.
• Strong command of business models, tariff setting and contract structuring in the waste sector.
• Knowledge of Angolan environmental and waste management legislation and environmental licensing processes.
• Knowledge of waste treatment and recovery technologies and circular economy solutions.
• Ability to prepare business plans and carry out economic and financial analysis of projects.
• Language Skills: Fluent Portuguese (essential) English: desirable, for communication with the Parent Company and international partners and investors.
• Entrepreneurial spirit and a strong commercial and results orientation.
• Strategic vision and leadership ability in building teams and structures from the ground up.
